Engine speeds up (not AIC)

Okay, I had a high idle, so I thought I'd clean out the throttle body and the AIC. Did both, as well as new plugs and a different DI. Started the car ('97 Aero) and all seemed okay, but then the engine speed started revving up and down spontaneously. Sounded like an AIC problem, so I replaced it ($325!!). Drove two hours on the interstate and all was great until I got off at the rest stop, and the engine started revving between 100-2800 rpm. I finally got to my exit (the problem doesn't seem too severe at highway speeds as the engine is at 2500 or so rpm), and I could feel the engine surge in the lower gears as I drove down the street. I now think it has to do with when the ACC cycles the air conditioner on and off, but not sure how it could be related. I do understand that the A/C will cause the idle to increase, but this is ridiculous!! Any thoughts on how to further diagnose or what the problem may be?
