How long it takes a mechanic to do a job has nothing, or at least very little, to do with what he charges. There is a standard book of repairs that most shops use. It gives the time for every job, from adding windshield washer fluid to rebuilding an engine. Most shops use the book. If the mechanic can do the job faster, great. If they end up taking longer, well, that's the mechanic's problem.
Four hours seems like a long time to do a water pump. However, I'd ask your mechanic what he used to determine the cost.
The other question is not how many hours, but the cost. Some shops charge $65 and hour - some dealers are $80 or $90. A couple of hundred dollars labor for a water pump isn't fun, but probably reasonable. $400 is out of the question.
Either way, it doesn't sound like this is a mechanic worthy of repeat business.
