Each bulb element has it's own fuse, so yes, you could have a fuse blown and have just one element (one low beam) out.
However, Fuses don't usually 'just blow'. It is most probably the bulb - if the fuse blew, it would be due to some other fault in the sytem that would take further troubleshooting. Saying that - it is faster to check the fuse - just look in the relay panel in the engine compartment.
My guess is that you'll end up replacing the bulb. It's a 9004 for '92 and prior; 9006 for '93 and newer.
