The short little screw that secures the dash top right above the instrument cluster is virtually impossible to get back in place. The secret:
DO THIS SCREW FIRST! Stick it up through the hole in the instrument cluster with the dash top otherwise unsecured (no other screws holding it down). Lower the dash top until its hole meets the screw. Tighten away, and THEN do the other screws.
It took me many tries when I was previously working under the dash top to figure out this simple maneuver.
