Is it possible that a tire would feel incrediunbalanced

On try roads then feel *almost* normal on wet roads.

I have some nokian tires, most likely new from last year. They have 90% tread left I would say and after reading a few posts, it made me think. A few weeks ago, i drove home (down the NYS Thruway) at roughly 75-85ish. I remember it not feeling so horrible. BUt on dry roads at those speeds, the steering wheel shakes quite well and you can actually feel the shaking on your body, and when you look at the radio, it looks like its bouncing up and down.

These tires were mounted on the same rims that my summer mxv4s were mounted on and they where SO incredibly smooth. So i dont think a rim could be bad. WHen i mounted them, i used a level balancer (tire sits on balancer like a "T" and there is a round leveler on the top of the balancer) I feel as though i didnt do a good job so i had them re-balanced at a local shop (just the front 2) on the electronic balancer and it didnt seem to help one bit.

Is it possible that just since they are snow tires they do get a little wobbly at high speeds on dry pavement or do you think that they are still off balanced a little bit?
