I've had the same symptoms on 3 different 9000-T's.
I have always succeeded in fully correcting the probelms by simply changing the APC Solenoid Valve (BPC Valve), expensive as the part is:
So far I have seen the valve fail in a least 2 way's:
* first failed unit a few years ago had open (or short-I don't remember which) in one coil;
* the other, more myterious failure-mode was diagnosed and fixed ~ 5 days ago by a swap with a known-good spare I had in the spare parts bin:
- When I measured the coils in the failed APC Valve, the one I just
replaced, the coils separately (center to end pins) both show
2.4 ohms, so the coils are both good),
- blowing in the common port will generate restricted flow in either
direction, to or from W or R ports) - I'm not sure what the correct
diagnosic conditions are yet, but it suggests that perhaps a lack
of closure in one or other direction, or maybe obstructed flow might
be the failure mode - I'm considering making a cross-section to see
what's inside.
My local professional Saab wizards were kind enough to discuss these boost problems with me again last week, and they pointed out that the waste-gate actuator can be adjusted somewhat to control max boost:
So as a pure guess, if the BPC valve is correctly functioning (easiest to swap with a friend whose system is working well as a test) then maybe you have just inadvertently 'adjusted' the Waste-gate leaving it partially open in it's most closed position, when you reconnected the coupling rod? I do not know how the Wasteaste adjustment can be performed or if it is a well documented procedure.
