Was it a BOSCH voltage regulator? I've seen some cheap ones wear a bit and due to the way they're manufactured [cheaply] the brushes loosen up, causing exactly what you're saying. The brushes are shorter in the cheap ones and and just the force from the faster speed inside the alternator makes them not have proper contact except at idle.
Pull the vr and check it, if it's not a BOSCH then get one and put it in. I'd bet your problem will be solved.
