Fuel Pump connector repair tool...

As I've read happens often, I broke the Check Valve connector while removing my faulty pump. Researching this site, I found the link below which has an excellent description of the process but it also identifies a special tool to use. Is this tool available at some parts suppliers or is it only available to SAAB techs? (Tool 83 95 329) The tool was supposed to be about $US30, but I couldn't tell if that was Dealer cost or Tech cost or if it was available to the general public at that cost???
The diagram shows the tool in moderate detail; has anyone "reverse engineered" one from the local hardware store? It looks like it could be done, but I'm confused about how to "clamp" the tube without restricting it so the connector can be slipped in.
So I guess I'm asking if there's a cheap source for the SAAB tool available to us common folks, or can anyone point me to a "hardware store" solution?
