Metal transfers heat faster than plastic. So if it is cold, it might make the air colder than if it was plastic. But it's most likely going to be warmer than the air coming in, since it's in the engine compartment. No matter where the intake is, it's not going to be colder than the air. They are made out of metal for other reasons, either structural or aesthetic.
