In common useage, a hydraulic tensioner changes tension based on hydraulic pressure. An example would be a chain tensioner that changes tension based on oil pressure - the higher the engine speed, the higher the pressure, and the more the chain is tensioned. Some engines do this. This would be the accepted version of "Hydraulic Tensioner."
The tensioner in the Saab uses hydraulics for damping. So to be VERY exact, Saab uses a Spring Tensioner with Hydraulic Damping.
The point is that the tensioner has a spring and a hydraulic dampener. If the hydraulic fluid leaks out, it won't dampen anymore, and the belt can slip off.
What we call it is much less important than what it does.
