Clutch, who's failing, master ot slave?

92 9000T, millions of miles on it.
Clutch pedal was soft until about 1/2 down, then normal (could shift). I bleed system with pressure kit. No change. I replaced the master cyclinder since this is much easier than doing the slave. No change. UGG! So I replaced the slave cyclinder (did the clutch to of course). Guess what? NO CHANGE !!!
The hydrolic lines are fine, system is properly bled.
More data: The slave cyclinder retracts too much upon release, so there is significant travel of the slave's piston when next engaging the clutch. This explains the soft pedal for the first half of it way towards the floor. Also, the slave cyclinder moves when the immediately when pedal is pressed.
I think the master is bad. Any other ideas?
