Pop out the ACC unit; should be pretty easy if your ashtray is directly underneath it. Remove the ashtray and reach in, and push the ACC out from behind. Then you can poke around a bit; backprobe the connector and check that the blower motor control signal coming out from the blue wire (pin 14 on my 93, may be 20 on later vers) is fully functional. (By backprobing, it means you need to leave connector on while probing, and carefully touch the exposed terminals from the backside)
It should go from 0V to 5V as the blower motor speed setting is changed from the front buttons. If it does, then the ACC is okay.
You can then check that the path to the blower motor controller is okay. Find the same wire at the controller, and check there- If you can see this same signal on the controller varying up and down as you change speeds from the ACC buttons, then the problem is in the blower motor controller or wiring somewhere.
Since you grounded out the black blower motor wire (the side leading from the blower motor controller), and saw the fan start spinning, then the power going to the blower is okay, and you just have to focus on the controller and its associated wiring.
