The T3 Garrett turbocharger may be experiencing interference of rotating compressor or turbine relative to their respective housings. When under rpm and load, the compressor wheel or turbine wheel will come into contact with their housings and may create enough heat to cause this binding...especially under full boost when the turbine shaft may be rotating at 100,000+ rpm.
to check this interference, you will gain access to the turbocharger turbine or compressor wheel, and, with your fingers on the shaft putting a side/latteral load on either wheel, attempt to rotate (put a side load on the wheel while attempting to rotate). Also try to rotate either wheel while pushing or pulling (directly in or out) on the assembly. If you experience any binding or interference, the turbocharger in typically in need of bearings or thrust components and should be rebuilt.
This is something that many of our customers opt to do by themselves using a turbocharger DIY rebuild kit or you could send the turbocharger out for complete servicing.
