What's going on with my gas tank door thing?

I can't figure out what's going on with my gas filler door. When the car is not running the pin is retracted but I figure it should be out, holding the door to the filler cap closed. At the same time though, there is no switch to open the filler door, or is there? And secondly, tonight I noticed the filler door was hanging open when I got out of the car. I went to close it and the pin was out! So I push the pin back in to close the door and it sticks in there, retracted, so there is really nothing to keep it from flapping open again. I am really confused as to how this is supposed to work. I notice that there is a manual filler door opener in the trunk but generally that pin isn't out like it sould be. Someone tell me how the thing is supposed to work!
