Base Boost too high, causing overboost + fuel cutout?

I tried searching for high baseboost without success.
I've been having a recent issue with overboost and hitting the boost cut off in my 1994 9000 Aero (manual) (open K&N filter and 3" JT turboback). This problem was a once in a while thing for a while but more recently it became more prevalent. It seemed that on occasion either I would get boost very fast at WOT and hit fuel cut out or the boost would be overly tame. For a while I was thinking the problem was a faulty O2 sensor or something like that.
Today on the way home from work I did the gas and brake pedal test to check base boost. (stock is 6-7psi IIRC) I've done this test before and always came up with 6-6.5psi on my autometer boost gauge. Apparently I was doing it incorrectly before (I'm assuming too low in the RPM range for full base boost). This time I did it at 3-4K rpm and his a consistent 8psi which is higher than stock.
I assume that this is the likely cause of my problems with overboosting and also with the overly tame boost as I believe it would be the ECU triggering the BPC early in an attempt to control boost that is spooling too fast.
My question is this: Do ya'll think that my above symptoms and conclusions jive? I'm not getting any check engine codes and the car drives fine, most of the time acting like it always has. I know if I want to lower base boost I have to lengthen the wastegate rod but I don't recall the turns to psi ratio.
Let me know if you think I'm way off on my conclusions.
Thanks.
