You supposed to be able to twist it like that, but I don't know how much force you need for it. When you'll get new ones, it's very hard to twist them. But, if you can twist it the other way-towards the wheel or up- it's worn. Well, it has to be changed anyway- as it's been exposed.
I would change ball joints too- you most likely will need an alighment, so why do it twice?
I always check those too anytime wheels are off and wouldn't feel safe driving like that, just watch the speed.
My dad has been a driver/mechanic for 20+ years. He says bad ball joints usually don't separate while driving- usually it's when you start moving turning a wheel. It happened to him when he pulled off the road for some reason and ball joint separated as soon as he start turning back on the road. I saw some posts her about that too.
I didn't mean to scare you, just be carefull. While front end is lifted(both sides), put some force to the hub (up/down), do the same to tie rod ends, you'll know if they are very bad.
