Really strange HVAC fan behavior

'92 9000 turbo (5spd) ~150k miles

Ok, I know the usual "fan only operates on high" business. Been there and done that with my '86 9kt. My '92 is behaving alltogether bizzarre, though.

Most of the time, with the ACC in "Econ" mode, the fan doesn't blow at all. However, sometimes, seemingly at random, the fan does come on, and comes on full blast, then slows down, then speeds up. The fan speed oscillates irregularly usually for a whole day.

When I push the "off" button on the ACC, the fan doesn't respond at all, it just keeps doing what it wants. That's the part that really confuses me.

I've replaced the small brick (with the big aluminum fins on the bottom) on top of the evaporator housing, and no change in behavior. Could the ACC unit be dodgy here?
