You can find repair kits for polyurethane/polyethelene tanks at large autoparts stores. The material that the tanks are made of is "slippery" and normal epoxy does not adhere very well, or it probably won't last for long.
The specified fluid is GM-spec power steering fluid, available practically everywhere. Some people here have stated that they have used ATF with good results, but I do not know if it was Dextron or Type F (Fords). It does not require the Pentosin mineral-based PS fluid like VW/Audis (at $32/liter!).
