"The flaps are located under the blower motor. I don't think you can really inspect it very easily. The labor is outrageous because you need to pull the blower motor, and that takes a lot of time and effort."
Would the heater core be required to be removed to remove the blower motor? I have a receipt from the previous owner for replacing the blower motor at a Saab dealer 2 years ago--could the door break that fast?
"Look at the arm with the ACC set to HI. It should move to one position." YES
"With the car warm and the blower fan running, you should feel hot air out of the cabin vents." YES--VERY HOT
"Then select LO on the ACC. The arm should move the other way, and the air should get cold." YES the arm moves--BUT the air is luke warm (not even a hint of cold)
"This assumes the A/C is running - if it isn't running, (some other issue), it should at least cool a bit." Nope, no cool--I believe the AC is running.
"If the arm moves as described but the air temp doesn't change, then about all it can be is the flap. Again, that assumes the blower motor is blowing and the A/C cycles on and off regularly." What about a freon leak????
