The motors under the seat aren't sealed, oil-filled motors. My guess is that the previous owner (hence the question) may have been a bit over zealous in lubing up the seat motors/tracks. I'll bet it wasn't a drip as much as the paper came in contact with something greasy under there (and there is a lot greasy), and that's what you're seeing.
To answer your question - it's not serious, and you should probably avoid putting packages under the seat where there are greasy moving parts.
