and measure the pins on the BPC connector again. If one of them reads any thing to ground, then you know the problem's in the wiring. If the wiring test good then hook the ECU up again and measure again. "Massage" the wiring to try to find an intermittent problem. I suspect a short to ground in the wiring since the fuse is blowing. Your BPC is reading the correct ohms (3.1) and if one of them were very low, then I'd suspect the ECU's transistor is toast, but that's not the case.
