New BPC valve for '97 Cse bad?

On hard acceleration (flooring the accelerator) the turbo boost gauge will travel past the dashed lines into the middle of the solid orange band causing car to stutter when I need the acceleration the most. I'm assuming that the studdering is the APC system cutting out fuel in response to an overboost condition. I am also under the impression that a properly working APC system will prevent the overboost from occuring via the BPC valve.
I first replaced the BPC with a used one (without curing the symptoms,) and recently a new BPC (wtihout curing the symptoms.) So far, I've spent a lot of money on repairing this issue without any success.
Is it possible that the new BPC isn't working correctly, or am I mis-diagnosing this problem? All help is greatly appreciated!
