the head gasket can be determined with a cooling system pressure test. no selft respecting mechanic would do a head gasket w/o this test first. so that would eliminate that issue.
neither issue (turbo or valves) have much a solution now to save money latter. they are both a count down (albeit posibly very slow=years) to a failure...
white smoke = water/cooling
dark smoke= oil
my 1995 cse has been leaking oil for two years. i was told the smoke/oil i smell in the shop is due to oil...and it will take it's toll on the cat...but two years latter i'm still going strong waiting for the turbo to die.
yes a newer car will low miles like yours would be one to fix, but i don't think there is a cheap solution for the valve or turbo for you now that will not cost you the same when it fails. but failing at the wrong time would suck...
now if it's the head then you'll want it done sooner than latter. remember a slow head leak may not appear you are losing water from the system...but a small amount of water in the exhaust in the morning will look like a lot of smoke. enough to alarm but not panic over.
lastly check to see if you have oil in your antifreeze (slight oil slick in resivour) or water in oil (drain system into large bucket and let it sit for a few hours to see the beads of water). the latter is the only emergency IMHO...
