BPC test

I need some input to determine if the two BPC units that I have tested are functioning properly. I ran 12V to the center terminal (terminal 2) then grounded terminal 1 and left the ground connected. Next, I blew through the wastegate hose nipple. At that point, air was directed to the top nipple, or the Charge nipple. I followed by moving the gound to terminal 3 and leaving the ground connected. Again, I blew through the wastegate nipple and the air was now directed to the "R," or bottom nipple.
From what I can gather from reviewing past posts, when the center terminal is energized and one of the outer terminals is grounded on the BPC, airflow should be blocked from the Wastegate nipple at some point. My units are simply redirecting the airflow from the wastegate to either the Charge nipple or the R nipple. Both units have been cleaned thoroughly with brake cleaner and the results remain the same.
Would my results from this test mean that both of my BPC units are faulty? One unit is barely one year old and find it hard to believe that it is faulty already.
Anyway, I would love to solve a long-standing boost issue and would have no qualms replacing the BPC; however, I don't want to spend $200 on a new BPC if that is not the problem.
