I got an aerosol called "Rust Destroyer" from a friend of mine a few years back. He said they use it on bridges. It's seems to have worked well. I'm not up on the chemistry, but there are a lot of "paint over rust " products that will stabilize things for a while. I think R Frist"s response indicates the way to go if there is significant structural weakness. You just want to spread the load out over sound metal. Aluminum might create trouble in a corrosive environment, though.
