ACC II won't self-diagnose, & related questions

The ACC II control unit on my 1993 9000 CS won't self-diagnose when I simultaneously press the AUTO (top left) and VENT (lower right) buttons. When I do, nothing happens -- no changing numbers, no changing lights. Nada, zero, zip.
I noticed that the small green LED next to the vent button would not always come on when the button was pressed (though it would if you pushed it a few times). And the LED NEVER seems to come on when pressed at the same time as the AUTO button.
"Aha," I thought. "Maybe the switch for that button is dirty or sticky." So I took apart the ACC control unit and cleaned all the button switches, including the suspect one, using contact cleaner and WD-40. No difference.
Any suggestions?
Also, if the outdoor temp sensor is missing or defective, will that affect the operation of the ACC system? My sensor is missing (if it's supposed to be behind the bumper), and the ERR indicator comes up on the computer display when the outdoor temperature is supposed to show.
Overall, my ACC system is operating reasonably well, EXCEPT that the temp has to be set very low before the unit is willing to crank up the fan speed. And to get any halfway decent cooling, I have to set the temp at its lowest position, to get the fan to run at full speed. I've had the battery disconnected many times to work on some other things, so I thought calibration would help ... but I can't.
All ideas appreciated. Thanks.
