I've sucessfully done it on a frozen AC aluminum hardware on a different vehicle (my old monte carlo) Just use a nice fresh cutting disc, wear eye protection, get close up and take your time.
If you're precise enough you can cut a slit just deep enough to not completely penetrate the nut to the threads at all, but weaken it and then be able to split it using a flathead screwdriver.
Once you get the nut off, how are you going to get a new nut over the flare fitting? In my case I replaced the plumbing that the nut was around.
