My '95CSE has no TCS and no TCS light. More, TCS equipped cars should have a TCS button near the cabin air temperature sensor (just below the heated seat switches on the dash). Definitive test: open the bonnett and look at the throttle body. Non TCS-equipped cars have a smaller throttle with accelerator cable directly connected at the Throttle body via an half moon shaped plastic piece (no more plastic bodies on the throttle than that and the throttle position sensor, a small black box screwed on the line of the throttle plate pivot with a two or three wires connector ).
Have the engine started and look at the throttle: TCS equipped cars ( tcas mechanism lives in a box that makes throttle body appear bigger) have an automatic disengagement of the accelerator cable that You could easily see.
I hope this could help You.
