Based on the picture and written description, the device appears to be a potentiometer that gets inserted into the leads of the "IAT", or Intake Air Temperature sensor. You then adjust the pot to fake out the resistance (which translates to temperature reading) that the ECU sees. My guess is that the net result is a richer running engine - more gasoline used, more polution generated, marginal (if any) power gains, sparkplugs fouled earlier.
While "chipping" an ECU can have positive effects on power, particularly on turbo cars, there is a minimal amount that can be done on non-turbo cars, particularly when the timing is not altered as in this case.
