There really shouldn't be any correlation between a cold engine and high idle or revving.
Older CIS engine designs, including 8V C900s, featured an additional cold-start injector, plus an AIC valve. If something were keeping those cars in cold start mode AND the AIC valve were malfunctioning, the engines could rev because there was nothing to intervene in the process of giving the car more air and gas.
However, there are only four injectors in the LH system. The LH ECU is programmed to keep the idle at 850 or so, or closer to 1000 for automatics. This does not change whether the car is cold or warm, so we have to look at the AIC as the source of extra air past the throttle plate, or a jam up somewhere in the throttle workings.
Be sure to check your throttle cable -- the plastic end of the cable housing can break where it meets the throttle body, and maybe that's a factor.
