Mine did the exact same thing. First with highbeams, then with the mains. Gave a hard time going on, but would stay on fine and go off fine. Open the hood and pop the fuse cover off by the batree and give a tap to the rectangular red relay when trying to flash on your high beams. if that makes a difference, that's your problem. The solder contacts between the board and the terminals cracks in the relay- pretty common. There are writups on it. The relay comes off and apart easily. I took before/after pictures when reflowing the solder contacts on mine.
