A common failure mode of the fuel pump is for the electric motor to develop a dead spot on the commutator. As long as the pump is spinning, it flies right over the dead spot. However, if it stops on the dead spot, it won't restart. So you can be just fine, and when you go to start the car, no fuel pump.
The cheap solution is to hit the pump, usually by hitting the top of the pump with something hard, or hitting the gas tank. This can jar the motor enough that the brushes now fall onto a good spot on the commutator, and the Wheel Of Luck spins again.
I don't consider this to be a good thing - I know that hitting the fuel pump with something hard, especially on a cold, dark night, is not my idea of a good time. If the pump wasn't working, replace it.
