turbo cuts out

I have a '95 9000 Aero 5 spd that currently is running great except one litle problem. The turbo boosts great as long as I go real easy on the gas. If I am a little too heavy on the pedal the turbo pressure completly backs off just before the red and it has a loud "swoosh" sound. The fuel isn't being cut off, just the turbo. If I am easy on the gas I can boost well into the red. The car has a brand new DI and plugs, so I suspect that some valve has a leak in it, but I have no idea where to look. I have no experience with wastegates/accuators and the such so any ideas or suggestions would be greatly appreciated.
