The first and most likely is a bad ground, usually at the rear light cluster. There is a black wire coming off the lamp circuit board going to a ground lug. Unbolt the lug, polish up the contacts with fine sandpaper or Scotchbrite, and sock it back down. Make sure all the contacts you see are clean and bright. It can also be in the front cluster, but I'd start at the back (more likely and more accessable.)

The second is that you have the wrong bulb in there. Not necessarily the wrong wattage, but the wrong kind - like a single filament instead of a dual filament in the wrong place. This would be the first place I'd look if I had just changed bulbs before the problem showed up.

The flasher relay flash speed depends on the current through the bulb. Less current means faster flashing. If the problem was the same headlights on or off, I'd say you've got the wrong flasher bulb or a bad connection at the bulb. But the headlights on differentiator implies a bad ground. With the headlights on, the parking lights in the back are also on. The current through those bulbs goes through the ground wire. If the ground is poor, it 'lifts' the ground on the circuit board - instead of 0 volts, it's more like 2 or 4 volts. To the turn signals, this reduces the current, so it flashes faster.
