Recommend replace, not rebuild....

...very rare to find a turbo that can be rebuilt at home. They usually require some amount of reboring/honing/bearing replacement that's only practical with the correct machinery. Once you price that out you realize why rebuilt units are almost as expensive as new units. I've always had great experiences with Goldwing (see ads on the site) who seem to have everything in stock. High prices, but I decided that $350 through Goldwing for a guaranteed part was better than unknown hours of my time for a probable failure, and maybe eventually the same money spent.
On the other hand, if the only problem with your turbo is in the seals, then you could probably try a cartridge. My concern would still be that the compressor or turbine vanes made contact with the housing, damaging vanes and/or housing.
You can see why turbo rebuilds are a bit of a minefield, can't you?
