The usual problem is that a set screw in one of the metal balls (BBs as Burt calls them) has worked loose. The balls are on the cable and push against the latch mechanism when the cable is pulled. It is possible to release the hood with a thin screw driver passed through the crack between the hood and grill. The probleam is you have to know exactly what to push. Fortunately, when this happened to me my son still had a CSE so I could use his car with its open hood as a model to know what and where to push. If you can see how the ball operates on the side that works you might be able to push against the same thing on the stuck side.
