94/9000CDE Can't bleed brakes on 2 wheels, help please

Well I had a repair shop replace my brake booster and that left me with the rest of the job. Right front caliper was frozen and pads were 85% worn or all wheels. We replaced the pads and the right front caliper. Now the big problem. We can only bleed 2 wheels. The right front and left rear. The left front and right rear wheels will not bleed. We have tried many things but we get no air or fluid from those wheels even though you can get the brake pedal to sink and then it gets hard again. The person that replaced the brake booster says that we left the right fron caliper off too long and the car is sensing a problem and sending the braking to only two wheels. He says we need to keep pressing the pedal and not pumping it on the wheels that won"t bleed until we get them to bleed. He is telling us that the proprtioning valve is out of balance and we need to correct it. I am now at a loss as what to do next. I have brakes on only 2 wheels. Can you please help me with this?
