Don't put a breaker in...that will not fix the problem. The issue is that you have is caused by a sticky lock actuator. Go around to each of the lock tabs and run them by hand. One or more of them will be stickier than the others. That's what causes the fuse to blow; you actuate the locks, one of the actuator sticks and draws current, blowing the fuse. Increasing the current rating of the fuse won't help either...it could potentially damage things more than help.
