No, the boot doesn't get packed with grease like the CV boot. Because the rack has pressurized fluid, all the needed lube is internal to the system. The extra line... I have no idea, but it is part of the steering rack itself. I just stick in there. Do make sure you get a good clamp or zip tie on the boot at the large end. It has a tendancy to want to pop off, and because the sub-frame is right there, it's a bear to get back on properly.
