if the car does it all the time just put a test light or volt meter on the starter and have someone turn the key to see if it has juice. if it doesn't do it very often then one way to tell is to just add a wire to the starter on the ign signal side. and run it inside the car or just under the hood by the windshield wiper so it is visible inside the car, just add a small light bulb to the wire and ground it. so when you turn the key to start, the bulb will light up. now when you turn the key and it doesn't start, you can see if the buld is lit or not, if it is then it is a starter issue, if the bulb is not lit then the starter is fine and then start tracing back till you find the problem
