The fuel gauge is driven by circuitry in the EDU. The signal from the fuel level sender goes into the EDU which conditions it and drives the gauge. The EDU also uses the signal for things like the Miles To Empty calculation.
So the first question - is your EDU working? If not, getting that working will most likely get the gas gauge working.
Second question - if the EDU is working, what does the Miles To Empty read? If it's at zero, then at least the EDU also thinks the tank is empty. However, if it is working OK, then I'd suspect the wiring from the EDU to the gas gauge itself.
Yes, getting to the EDU is a nasty bit of business. My sympathies. But there is no mysterious fuel level fuse. Sorry.
