to remove blower motor housing , but you do have to remove the bulk head and the cover for it ,also there is a small tin piece below the heater core hoses that bolts in with 4 10mm bolts that has to be removed as well as the wiper motor assembly.
the source of the foam is in the blower motor housing, at the factory they placed a tin plate covered with a layer of foam similar to the headliner foam
to try and quiet down the noise from the blower motor on high speed. the foam dries out over the years and pulls up from the tin ( you already know the problem from here)I always remove thefoam when I replace a blower motor in a customers car for the same reason.
