A shock broke through at about 260,000 miles on the 94 CSE that I passed on to my son for use as a work car. He patched it up with a cross member made from a length of square aluminum stock and fiberglass and got another 20,000 miles out of the car until it was totaled by a deer. When it broke through the car did not swerve, just got very noisy. On the other hand if it happened at high speed in a tight turn it might be embarassing.
I would remove the shock, see what is left, and maybe take a chance with priming and painting it. The rust should be attended to because once it starts it proceeds rapidly. I now routinely inspect the shock towers on my 98 CSE.
