Warning: I am not an AC expert, but since no one else answered your question, I'll take a crack at it.
From what I know about AC systems, you are describing the work of the expansion valve; these can and do get clogged, but I don't know how your freon is escaping. Do a search for "expansion valve" using the box in the upper right of this screen.
Does this shop know much about AC systems or are they just shooting in the dark? Seeing as how the compressor is the most expensive component in the system, I'd try a few other things first.
