Short of providing the entire adjustment text, try slacking the cable off a bit by shifting the locknuts at the throttle body end of the cable. Shift points are determined by a balancing of throttle pressure (transmitted by the cable to the gearbox) and govenor rotational speed. As the cable is tensioned it slides the shift points to higher speeds but a govenor valve not sliding easily can also cause such problems. If further adjusting of the cable doesn't do the trick it may be a matter of freeing up sticky govenor valves with clean ATF. That's not uncommon with salvage yard trannys that have sat around for a while. If your cable still has the little crimp sleeve (and it's propery located) then it should be about 2 mm from the cable housing when the throttle plate is closed. That's a good place to start from.
