If you can get under the car, in the middle -> left , about 6 in. back from the false bulkhead, you will see a tube hanging down about 2 inches, it will have a boot on it with a slice in the middle. open this slice up and you will be able to vacuum out the crud living in there. Most likely, if you have had the problem for a while, small bits of foam, dirt, pollen, other junk has mixed with the leak from the heater core. This crud has coated the drain pipe orfice and closed it up somewhat. The gurgle you hear is the wind pulling a siphon on the slotted fixture which is attempting to drain.
If you blow up back into the bottom of the evaporator, you will only put the crud back up onto the floor of the condensate/rainwater drain pan and in short time the drain will plug up again.
Unfortunately, there is no simple, cheap solution to these two problems, just prolonging the pain. When you talk to the indies, have them check the evaporator box for loose foam insulation and have them vacuum out all the stuff they can find.
Bite the bullet and get her fixed up, and enjoy this fine ride.
