It does sound like your turbo bearing is on its way out. Blue smoke just around the turbo may mean an external oil leak, perhaps at the oil supply fitting at the turbo bearing. This may still be going on, but by itself, it won't cause blue smoke out the tailpipe.
As far as DIY, it depends how comfortable you are. I'd recommend you check out the procedure in a Haynes manual. I removed and replaced the turbo as part of a head gasket replacement, but then I was taking pretty much everything off the engine. It did seem that it would be hard separate the turbo from the exhaust manifold, if the exhaust manifold were still attached to the cylinder head. So probably you'd have to move the A/C compressor out of the way, disconnect the donwpipe from the turbo, then pull the exhaust manifold and turbo as one unit. The turbo has both oil and coolant supply, so you'd want to drain both of those beforehand. It is a little tight in there, so removing the radiator cooling fan and fan shroud might give you a little more breathing room. The only hazard of the job would possibly be broken exhaust manifold bolts.
