First thing is always check the ATF level. Low fluid can cause almost any type of shifting abnormality. If she's up on ATF then the next most likely cause of this with the ZF4HP18Q tranny is broken govenor rings. There are many posts in this board's archives on that topic and it is a fairly common problem and repair procedure. A good Saab independant mechanic should be able to fix that pretty easily and reasonably. It doesn't require tranny removal, just accessing and removing the end cover from the transaxle, then govenor ring replacement,unless the case bore has been damaged but
that only happens about 1 of 10 cases with these symptoms (when I was rebuilding these in the '90s). Good luck.
