Maybe you should name the dealership so we can all stay away from it! Are they trying to sell you a new car?
Outwardly, it sounds like the shop is handing you a giant lie, but there may be a grain of truth in it. First, is the blower fan stuck on HI or is the temperature setting stuck on HI?
1. If it's the blower fan, I agree with Yaofang's analysis, it's probably the fan speed controller, which may be indicative that the fan motor itself is on its last legs. Replacing the blower fan, the speed controller and the heater core (while you are in there, you might as well...) even at list prices should be $1500 tops, and possibly much less if done cheaply (with a used fan controller, etc.).
2. If it's the temperature setting, it could be the microprocessor Automatic Climate Control box. Used replacements are readily available on eBay or at http://www.car-part.com (look under "Heater/AC Control) for <$50, as they rarely fail. If it's something else that requires taking apart the dashboard, etc., that's a different story.
If you are not able to do the work yourself, I highly recommend Petersen Automotive ("SAAB Specialists") in Skokie, 1-847-675-6540. I have been using this shop for 20+ years, have recommended many family and friends there. Not necessarily the cheapest place, but they are very knowledgable and the work is done right.
