Well, that bit sounds like the main headlamp relay in the engine compartment, much discussed recently. The cure is to take the cover off the relay (it should unclip at the ends), and re-solder the big connections where the solder may have broken down oven if it looks OK. Search "solder relay" for more info than you ever wanted.

Heat in the engine compartment can bring on the effect, which is why you may get the brights back when starting up from cold. There seems to be an international plague of this fault just now – maybe the French-made relays are timed to self-destruct after 9 or 10 years.

Some time re-seating or tapping the relay will help for a while and get you home but the problem won't go away long-term.

Street says to check your grounds and certainly when one electrical system seems to be affecting another that's where to start. Maybe take off the stalk and use spray cleaner on all the plug contacts there (allow time for it all to dry out).

As you know, there's nothing to say that if you have one electrical problem you don't have another unrelated one as well!
